Who can delete this goal? Visible on edit goal page

Summary:

When you select into edit goal you are able to select who is able to delete this goal.

My Client Group > Goal > Performance goal> search a user > select a goal > select edit goal > new drop down has appeared with 25c.

this is not visible in production
