Why don't the Development Goal Details display in Redwood?

Development Goal details are not displayed on the Redwood page. They display just fine for Performance.

As you can see below, when clicking on the name of a PERFORMANCE gaol, the next page shows the details of the goal:

However, when you click the name of a DEVELOPMENT goal, the details aren't shown until you click on "Edit Goal Details"
