performance goal submitted in draft status in transaction console and only option is to terminate

We have observed that several performance goals (approximately 140) are currently in Draft status within the Transaction Console. The only available action against these transactions appears to be Terminate.

We would like to understand the following:

  1. Is there any alternate action available to move these transactions forward rather than terminating them?
  2. Why are these goals stuck in Draft status? Ideally, once submitted, they should have progressed to the approval stage, as per the configured approval flow.

Your insights on this would be appreciated so we can proceed accordingly.
