Admin Unable to Search Development Goal from Goal Management

Administrators are unable to search for Development Goals from the Goal Management search page. However, they are able to locate the same goals when searching through the Directory. This inconsistency may impact goal tracking and administration.

Steps to Reproduce:

1. Log in as Administrator.
2. Navigate to Goal Management → Development Goals.
3. Attempt to search for an existing goal by keyword.
4. No results are returned.
5. Navigate to Directory and search using the same keyword.
6. Goal is found successfully.

Expected Result:
Admin should be able to search and retrieve Development Goals from Goal Management.

Actual Result:
Search from Goal Management returns no results, while Directory search works as expected.
