Advice for setting up HSA ER Contribution

The requirements are as follows:
Employee receives HSA employer contribution if employee elects or is enrolled in HDHP medical plan.
HSA employer contribution amount is different based on the HDHP option employee elects/enrolls. Individual = $500/plan year and $1,000/plan year for any other option.
Employees do not need to contribute to HSA to receive HSA employer contribution.
HSA employer contribution is once a plan year benefit. Plan year is a mid-year plan year that runs 7/1 through 6/30.
