Receivable Activities can the Activity GL Account be updated

Regarding the Manage Receivable Activities, in pre-Fusion Receivables Implementation guides it states, "You can only update an existing activity's GL account if you have not previously selected this activity for a transaction". Reviewing the current Fusion Implementation guides, the guides are silent about whether an existing activity's GL account can be updated. It is also noticed that the GL Account field remains updateable, even after transactions have been created.

Could it be confirmed that the R12 position, "You can only update an existing activity's GL account if you have not previously selected this activity for a transaction", has not changed in Fusion under Receivables > Manage Receivables Activities? Also, If it is confirmed that the functionality is unchanged from R12, why is the Activity GL Account updateable?
