Clarification on Role Behavior and Owner Type in Succession Plan

Dear Team,
I would like to understand the scenarios in which the Owner type is used in the Succession Plan.
As you're aware, the Succession Plan includes three role types:
- Administrator
- Candidate Manager
- Viewer
I’m trying to clarify how the Owner type functions in relation to these role assignments. According to Oracle documentation, a Super User has access to view all succession plans.
In one case, I assigned a user as a Candidate Manager, and when they navigated to My Client Groups > Succession Plans, they had full access to edit all plan details, including the plan type and other configurations. However, access to candidate information was restricted and visible only to a few users.
