'Notes Section' in Succession Plan

I am trying to add the notes component to Dev7, so I can learn it to add it to Production. According to the directions on the link below here, it should be easy. I can't find the 'Edit Pages' button. (I know that sometimes the articles do not always reflect the site for Redwood, so I think that is what is happening here). Is there another way to get the notes section to show on the succession planning page?
