Why Collection Job Set sometimes did not fetch the most recent data in the on-hand inventory

Hello Oracle Team,
Our client is experiencing a sales order is not started to progress to Schedule status because the system is did not fetch the available on-hand inventory of an item. When you looked in the Check Availability page the user sees a zero (0) available quantity, but when validating in Manage Item Quantities, they can see enough on hand inventory that are available to transact.
The Collection Job Set is running twice a day but it doesn't assure that data is always updated or synchronized as expected.
We ran the Collection Job manually to help sync the data. Then, from the Sales Order > Switch to Fulfillment View page, we used the Recover Order option under the Actions menu. For some impacted sales order, it help to progress the order lines to be scheduled after executing that action — however, for some, it did not work.
