Performance Documents page only works when using the quick actions link

Summary:

After transitioning to Redwood, some of our users are unable to search for employees in the 'Performance Documents,' work area when they navigate their from the "My Client Groups → Performance → Performance Documents," work area. The only way they have found that the page works for them is if they navigate there using the quick actions link: My Client Groups → Show More → Performance Documents. The page works as expected for them only when they use the quick actions link / navigation above. Has anyone else experienced this issue? We expect it's security related.
