How to Submit or Resubmit Timecard in Error Status

We have Time entry rule which throws error if employee worked more than 10 hours. Due to this many timecards are in error. After discussion, client agreed that, instead of error, they would prefer warning message. We made the change. I am trying to find a way to pick all these In Error time card and submit again.

Both Mass Submit and Approve Time card & Resbumit timecard process is not picking the In Error timecards. Only when employee or admin edits and submits the time card, it is getting processed. Any idea is highly appreciated.
