Security Question Custom Criteria Person Security Profile to see Goals

Has anyone successfully joined HRA_EVALUATIONS back to PERSON. I have a custom security profile that I am adding to our custom manager role that will allow a manager to edit goals for an employee whose performance document has been transferred to them. And if so, would you be willing to share your sql?
