"Manage Descriptive Flexfields for Expense Reports": the Action/Export to CSV File has no data

The Action/Export to CSV File for Setup and Maintenance task "Manage Descriptive Flexfields for Expense Reports" produces csv files with headers but no data.

I can successfully export other tasks from the Expenses Setup tasks, so I don't think it my user.

Has anyone else experienced this problem?
