Can you use Primary Goal plan and separte quarterly Goal Plans in parallel?

Hi there,
We are on Redwood UI with our Goals & Performance modules.
We have the Primary Goal plan enabled since 2020 and we were using annual (calendar year) review periods.
At the moment we have a requirement to track the goals quarterly because of a policy change.
We noticed that if we make the Primary Goal plan Inactive the workers won't be able to see the goals from previous years.
The question is can we continue using the Primary Goal plan and separate quarterly Goal Plans in parallel?
Or if we keep the Primary Goal plan active, all we need is to setup quarterly Review Periods and not necessarily create Quarterly Goal Plans?
