What mechanism restricts changes to PPR approvals exclusively to CXO roles?

We are implementing a Host-to-Host bank integration in Oracle Fusion. Once connected directly with the bank, the bank-side approval workflows will no longer be in place. Therefore, we must ensure that no user other than the CXO can amend or approve a Payment Process Request (PPR) within Oracle Fusion.

At present, IT administrators have access to amend PPRs, which poses a compliance and control risk. To comply with our internal policies, the payment approval hierarchy must only be changeable by the COO and CCO, similar to the current setup in our online banking portal.

Business Requirement:
Restrict any amendments or changes to PPR approvals exclusively to the COO and CCO.
