Redwood Skills and Qualifications only showing Attachments

We have enabled Skills and Qualifications for Redwood in our Test environment but that page is only showing the "Attachments" section and not the other sections expected (degrees, language, career statement, etc).

When I tried in our Responsive non-production environment, we faced the same issue but I found the My Client Groups > Profiles > Profile Content Section Access page and learned that we needed to add our new custom role for those sections. I added it and then regenerated the data security grants and it worked in responsive. Following the same steps, it is not working in Redwood.

In our Redwood environment, I have enabled the following relevant profile codes (along with other standard redwood codes):
