Unable to add entry in the Time Card

Hi Team,

I am unable to add a Time Card Entry for a specific person getting below error.

You don't have permission to create time cards for this person

I performedthe following steps:

Initial thought was that it had missing roles and privileges, so I added below to the custom role.

Use REST Service - Time Card Entry Details Read Only
Use REST Service - Time Card Searches by Line Manager
Use REST Service - Time Cards by Line Manager
Use REST Service - Time Cards
Use REST Service - Time Cards by Worker
Use REST Service - Time Record Events
