Getting error when trying to withdraw tender as he shipment or the tender collaboration not correct

Getting error when trying to withdraw tender as below.

"The shipment or the tender collaboration is not in a correct state for the action to be performed. Status value for SECURE RESOURCES : SECURE RESOURCES_ACCEPTED"

What may be the reason is this due to some missing value on the workflow parameter ?
