Is is necessary to use Input Simulation Set even the critical component flag = Yes in PIM

Hi, we are now implementing BOR for prodcution. But I'm still new for BOR though.
I wonder that it's necessary to use Input Simulation Set even the critical component flag = Yes in PIM.

When I read below document, I thought the Input Simulation Set is mandatory.
But if all of related items in PIM are updated as Critical Component Flag =Yes (Of couser execute "Collection Job"),
then execute Create BOR job as Input Simuation Set is blank, the Output Simulation Set are created based on the "Items" in Plan Input?
