ICP Amount is not coming as Percentage of Base Pay

Summary:

We have a ICP called Holiday Allowance which should be 10 percentage of employee's basic salary. I created a Element of type "Percentage of Earnings" and added it to ICP. Expectation is we need to calculate the amount based on entered percentage and show the amount to the user. How to make this work in Oracle HCM? What is Oracle's recommendation on the same?
