Salary change life event is not triggering

We would like to process a salary life event in benefits if a salary change amount happened. If no adjustments were made to the Salary, then we do not expect a salary life event in benefits.

1. Assignment change -> changed department with no salary increase. No Benefit Salary life Event was created so PASSED.

2. Assignment Change -> changed department and also created a salary increase. No Salary Life event was created in Benefits however he received a salary increase - FAILED - Expected a Salary change life event since a salary was changed.

3. Promote -> Gave promotion/raise. No salary life event was created in Benefits, however, she received a salary increase - FAILED - Expected a salary change life event since salary was changed.
