How can I restrict the Compensation Plan for Comp managers to Update and have view only?

We want to restrict Compensation Managers from making updates to the compensation plan, while allowing only Compensation Admins to make changes during a specific period. How can this be achieved? We attempted to use the ‘Restrict Plan Access’ option (set to ‘Yes’ for the Compensation Manager role with ‘No updates allowed’), but this ended up restricting access for both Admin and Manager roles. Also, we tried Properties and disabled components for manager role, but this a big task for many components.
