RequestStatus field under Goal Plan configuration

Hello,

After release 25C I have noticed that under Goal Plan configuration there is a new field that is displayed RequestStatus and by default it is filled in with the value COMPLETED. I have not trace of this under the release notes so I would like to understand what this stands for.
