Performance eligibility- Displays like Eligible and Ineligible both

My Client Groups - Performance - Performance Eligibility
search for any person and review period and performance document name.
It shows overall eligibility as 'Ineligible' But below that we can see as Eligible. We will consider the Overall eligibility. But why is it showing as Eligible just below that. Please clarify. Thanks.
