"Explore Goals" missing from Goals page after adding goals

Hello,

As a manager there is the possibility to "Explore Goals" for each individual and add it to their goal center (image 1). The problem is that after we add a goal the "Explore Goals" button disappears (2).

Is this a normal behaviour? We want to keep the "Explore Goals" button even after one goal was added.

How can we achieve this?
