Target Outcome section is blank in development goals in talent profile

in Human Capital Management

Am creating two custom roles, one with access to only talent pools and talent review. and the other with access to only talent pools , succession plans, profiles

in talent pool for both of these roles when creating a development goal in the target outcome section i can see the LOV of content type like competency, language etc but when i click on add it's blank as shown below. how can i fix this ASAP?
