Alternate work schedules

Summary:

We have a requirement for employees to have 2 separate work schedule shifts in a pattern that alternate each week, some have permanent/primary shifts, but many alternate between two. How can we add this in oracle without an admin having to manually update the primary work schedule each week? Is there a way to set 2 primary schedules that alternate?
