Is it possible to generate Hash Code in a custom way?

Hi, our client wants to enable Portuguese localization also on transactions made in Ireland LE for Portugal customers.

We know this is something not manageable by standard in Oracle Cloud since the Portuguese localization is possible only for PT LE so we are investigating if we can do it through a customization.

Is it possible to define a technical rule to generate a valid and certified Hash Code in a custom way?

Did anyone experience this particular requirement?
