Are participant ratings considered for final calculated rating of an employee in performance?

Summary:

Are participant ratings considered for Final calculated rating of an employee in performance evaluation or only manager ratings considered?
We have enabled both Manager ratings and Participant ratings and using the average method for the calculations.
