Insert Development Goals Type in the middle of the 2025 cycle

The customer wishes to create Development Goals in the middle of the performance 2025 flow. Today he only has Performance Goals. Which is the better way to achieve this. We need to setup all the steps in order to include Development Goals into the process or do we have an alternative like creating some flexfield to input, only this year, on text free format the development goal to the employees? The customer agreeds if we go to this alternatively approach.
