Colon is not valid for HcmParam name

Summary: Error Colon is not valid for HcmParam name when trying to accept an update.

I ran grade step progression for a ladder with Progression Confirmation Type set to Manual. When I go to Review Proposed Progression and Salary Updates i see the employee as Not processed. Then when I attempt to Accept I get the error. 'Colon is not valid for HcmParam name'.
