Loan recovery element entry creation based on date condition

Here is my requirements in Fusion Payroll:

If employee's loan request(ICP) is approved after 15th of the month, then payment element entry immediately generated, but recurring deduction element entry should be created next month. How can we achieve the generation of deduction element entry in next month based on the date condition.

Current solution: Both element entries are created in the same month, but in formula i manage to starts recovery only from next month payroll run onwards, if the recovery entry creation date > 15th.

Any solution.
