Flat shipping charge on sales order

Hi, My company need to have flat shipping charge for each sales order and selected customer.

I had follow the custom EFF in this doc FA: SCM: Pricing: How To Apply a Flat Rate Shipping Charge on an Order ( Doc ID 2270159.1 )

However I do not have step 5 "Find Shipping Charge Candidates" and 6 "Create Shipping Charges", hence the EFF customization is error out. Please help ..
