Default feedback language cannot be modified without translation services

Summary:

In ODA, I use a resource bundle for bot responses and the translation service to detect the user’s input language. Is there a way to display the default feedback component in Arabic without enabling botResponse = true? Enabling it would cause all bot responses to be translated automatically, bypassing the resource bundle.
