can we have status like pending review when expense report is submitted

Summary:

When employee submit the expense report, the status we can see now is 'Pending Manager approval' but for China, unless the expense report receipts are validated by government, manager cannot approve it. So, we are looking for option to have one intermediary status before sending to manager approval.

Once employee see that the government approval is done, he can move to next status, where manager can approve it.
