The performance document page not showing the result for a specific employee search

Summary:

We are trying to assign performance document manually for an inactive assignment through the manual process under Performance document > Create Performance document but the employee in question is not showing in the filter search after many attempts we don't have any luck on this. Can you please help me to resolve this. Many thanks.
