Validate resource instance against continuity or number of hours logged over a given period?

Summary:

We have a requirement to prohibit a resource instance from executing on a work order if their continuity is not up-to-date (for example: a welder continuity where the welder has to have done X number of hours over a certain time period). While I understand you can prohibit execution against a WO if the instance does not have a qualification, is there any link within HCM/Manufacturing that can prohibit based on the continuity example described above?
