Synchronize grade step rates process no longer available

Summary:

We used to submit the process "Synchronize Grade Step Rates" process after we update the Grade Step Rates. Now, when the user logs in, they don't even see this process.

I tried to submit the "Run Rates-based Salary Process" with Action as "Automated Grade Step Progression" and once more with Action as "Recalculate Rates". Both the instances didn't pickup any employees. I for sure know there were around 40 employees impacted with the grade step rate change made.

If "Synchronize Grade Step Rates" process is no longer valid, what are the steps to sync the grade step rate updates onto employee salaries?
