Talent Review > Meeting review population > Add by Criteria > Manager filter is not working

Summary:

The New Manager filter in the Review Population > Add by Criteria section is not working. We are able to see manager names, but no matter which one we select, there are no results. However, if we use other filters, such as department, those work correctly.

We have already submitted the "Compute Users ACL" process, along with Refresh Manager Hierarchy, Update Person Search Keywords, and Regenerate Indexes, but the search results are still empty.

In addition, we are using the seeded Human Resource Specialist role with the View All data role associated with it.
Does anyone know what could be happening?
