Goal management page not transition to redwood

Hi Everyone,

We're trying to transition goal management to Redwood and enable following profile options as per 25B goal management guide
ORA_HRA_PERFORMANCE_DOCUMENTS_AND_GOALS_REDWOOD_ENABLED
ORA_HCM_VBCS_PWA_ENABLED
ORA_HRG_PERF_GOAL_ROLE_BASED_APPROVL
but no goal management page is transition to redwood.
Can you please let me know what needs to be done in order to have goal management transition to redwood.
