Unable to automatically release the pause based on the line EFF values

Summary:

We have a business requirement where all the Fulfilment lines should go for Pause by default after the shipment. After that, based on the Line EFF values, system should automatically release the pause from the respective lines.
In our current setup, the pause is getting applied as expected for all the lines after the shipment is done. After creating a revision and updating the Line level EFF with the expected value (As defined in the release rule), the pause is not getting automatically completed. However we are able to manually release the pause.
