How does Group Notification Configuration works-Send One email containing all email addresses

Summary: We are trying to update the Notification Settings for the Invoice Approval Workflow (Approval Group) to Send One Email with all user emails instead of separate emails for each individual user. We have setting in BPM worklist below navigation.

BPM worklist-notifications tab-Group Notification Configuration - ""Send One email containing all email addresses""

Post Enabled this setup still - sending separate emails to each individual user within the approval group (in Email To Field did not have all the User Email id's)

Is there anything that is missing here, How does this setting works in BPM """Send One email containing all email addresses"""
