Redwood : Remove blank Rating LOV in Goal and Competency items

Hi Team,

In the Redwood UI, a blank rating value is available in the list of values for Goal and Competency items. Currently, the system does not validate when the employee/Manager select a blank value from the rating list. If they choose a blank value and click save and next, the system allows them to proceed to the next item. Which is impacting rating calculation.

This behavior causes confusion for employee and managers, they may unknowingly save items with blank values and only realize the issue during submission. this leads to unnecessary rework and creates a poor user experience.
