Sales Order line status stuck recover order and recover task option disable

We have case where the sales order line status is stuck and not moving to next stage, we have enough quantity available in that warehouse and item attribute also correctly set.

Below are the error for line#6.1

Task Reserve for orchestration process 300000059467451 couldn't be completed. Use either the recover task, recover order, or recover process to recover the task or process. (DOO-2685501)A reservation wasn't created because the reservation quantity is more than the available-to-reserve quantity.Solutions Tried:

We have an orchestration steps like Schedule → Pause → Reserve and son on bill etc. when the order was submitted for one item line#6 stock was not there so all other lines are shipped and closed, now stock is available for said line and we want to process that line which is working, for some orders the lines status we are unable to move manually to next step following is the issue.
