Repost Charge Items

Whenever user had posted the charges in Manage Charges and Estimates. Later, when they added the charge item again and attempted to repost the charges. This is causing an issue where the Order Number for the previously posted charge items disappeared, and the Order Number was displayed only for the latest manually added charges. And in Order Management for that posted order, only the latest manually added charge item are displayed. Is this a standard behavior of Oracle fusion?
