I am unable to Add Contact - To add external contact and don't see the Add Contact button

Summary:

What could possibly be going wrong here as I am unable to create a contact (External Contact) and don't even see the Add button. On the Smart Action tab when I try it, it doesn't show up any contact. Is this because of any missing profile option?
