Reassign workers to another manager, subordinates also moving

Summary:

Reassigning workers to another manager and selecting "Do not reassign subordinates" for How to Handle Subordinates is not working as expected. Both worker and direct reports of reassigned worker are appearing on new manager's worksheet. Has anyone encountered this issue and know how to resolve? We are only wanting the reassigned worker to appear on the new manager's worksheet, new manager should not be able to view the indirect reports/ enter in increases in the worksheet.
