How to enable the target/minimum proficiency level in Career development in Redwood?

Target Proficiency Level and Current Proficiency Level fields are missing in Redwood Career Development after migration from MRUI.

In MRUI, the Target Outcome section shows Target Proficiency Level and Current Proficiency Level, which are important for Career Development. After enabling Redwood, these fields are no longer visible.

I tried enabling them using Visual Studio, but could not find the option. Is there a way to enable these fields in Redwood, or is there an alternative solution available?
