Redwood - Benefits Admin is not able to add or edit SSN for existing dependent in People to Cover

Summary:

Our Benefits Admins are receiving permissions message when trying to add an SSN for an existing dependent. All of the fields are set to visible for NID section for Add/view/edit in VBS. They are using delivered Benefits job roles. Is there something missing that I need to enable or add? They do not have any issues if they create the dependent and enter the SSN.

They need to be able to add the SSN after they create the dependent. This typically happens with a birth and the employee doesn't have the SSN right away when Benefits team adds the dependent to coverage.
