Disable expense submission notification for specific user.

We have around 30+ contingent workers who are Trustees of the company.
All Trustee expense report creation is delegated to one employee. The approval for all Trustee delegations is also assigned to another employee.
Currently, when the delegate submits an expense report, a notification is sent to the Trustee.
We would like to disable only the expense report submission notification for the Trustees.
I'm not sure how to achieve this.
Is there a way to disable specific notifications for specific users?
